Dear CED Members, On 14 September 2022, European Commission President Ursula von der Leyen delivered the annual State of the European Union speech to the European Parliament. The speech is summarised below and includes several Commission priorities that could be relevant to the CED. The speech began with a strong statement on the war in Ukraine. Von der Leyen underscored the effectiveness of sanctions against Russia and made clear that measures to protect Ukraine will continue. Economic support for Ukraine will continue, and von der Leyen stressed the intention to secure Ukraine’s access to the single market.
Energy security is now a priority: measures taken in recent months have made it possible to reduce dependence on Russian gas (from 40% to just 9%) while meeting gas storage targets. Efforts will continue with a reform of the EU energy market. The main proposals from EC are measures to reduce overall electricity consumption, a cap on revenues for companies producing electricity at low cost, and new mechanisms for setting energy prices in Europe. Measures to impose a cap on gas prices are still under discussion.
